Это мера оперативного регулирования внешнеэкономических связей государством, которая накладывает количественные и стоимостные ограничения на ввоз (вывоз) товара в страну; выступает в качестве нетарифной меры внешнеэкономического регулирования (статья XI ГАТТ1994: общая отмена количественных ограничений)
